Personnel is globally responsible for providing timely, appropriate staffing for all Departments and assisting and supporting those departments through training, counseling, coaching, and direct support in labor relations. Assist all employees by providing a compassionate source of information, prompt and efficient benefits & pension administration, management of leave time, risk management, support for professional and personal goals, and assisting in making the City of New London a fulfilling workplace environment.
In addition, during my over twenty years of experience in labor and employment issues, I have successfully analyzed the root cause of conflicts and provided reasonable possibilities for resolution while calmly de-escalating issues.
I have a workplace mediation and conflict resolution certificate. I also hold a Master’s degree in Human Resources Management and Development and a Master’s degree in Employment Law.

Andrew developed his interest in the marine environment in college in the 1990's. He spent a semester during this period at Sea Education Association, sailing and conducting research aboard the S.S.V. Westward in the Caribbean Sea. This experience led him to pursue a career in the United States Coast Guard. After 28 years of service focused on search and rescue, environmental protection, and interagency operations Andrew joined the Project Oceanology team in January of 2022. He brings leadership, program management, and education experience to the team. Andrew received his M.S. from the National Graduate School in Quality Systems Management, M.A. from the Naval War College in National Security and Strategic Studies, M.A. in Philosophy from the University of Connecticut, and B.A. in History and Social Science from Thomas Edison State University.
